Non-credit program approval process

Non-credit programming is guided by UBC’s Senate Policy V-129: Non-Credit Credentials.

Proponents with an idea for a new non-credit program should first contact the appropriate Dean’s office. They are also encouraged to email the New Programs Hub in the Office of the Provost and Vice-President, Academic, to discuss their idea and learn about the support and (where requested) services available to develop and deliver new non-credit programming through UBC Extended Learning (ExL).

The ExL Academic Services team provides expertise and consultation support to faculties for the development of new non-credit learning opportunities, including micro-credentials, which address skill gaps in the labour market, help create a resilient workforce, and help mid-career and continuous learners obtain industry-recognized skills and credentials. As the concept is developed, the team can provide support on program design, market research, business case and proposition development, budget modelling, pricing, industry outreach or marketing planning, and assist with the Senate approval process.

The expertise and support provided by the team helps ensure proposed programs are financially feasible, meets industry and learners’ needs and market demand, and aligns with provincial and University priorities.

Phase 1: Engage your Faculty and the New Programs Hub for program development and approvals process support. Once a proposal is ready, developed in alignment with Faculty processes, proponents submit proposals for Faculty approval.

Faculties and Extended Learning have delegated approval from the Senate to approve new Non-Credit Letters. Once approved by the Faculty or Extended Learning, they can move forward with implementation. Please provide notice of approval and copies of proposal to Office of the Senate and the Office of the Provost and Vice-President Academic (via new.programs@ubc.ca).

Phase 2: For new non-credit program certificates and micro-certificates, senate documentation should be completed and submitted.

Phase 3: The Office of the Provost and Vice-President Academic has delegated approval from the Board of Governors to approve fees for non-credit program certificates and micro-certificates. With support from the New Programs Hub, complete and submit the fee approval documentation.

Reminder: Non-credit Health-related programs may still be required to complete the New Health Program Review process. Please contact the New Programs Hub for more information.
